When I click on the bookshelf and a child is near the adult sim, I don't get the option to read to/with a child, or for the child to request to be read to.

since there's been some fixes for toddlers and reading, are you still having issues with this after today's patch ?

It's still not working
Are you clicking on a kids' book in the shelf? Not all the books have the option.
