Pack selection is not working - packs unavailable

I have repaired my game twice, I have cleared Sims 4 and EA app caches, as recommended, i have removed all mods. Pack selection is saying almost all packs (and I own EVERYTHING) are not available. They are greyed out and now all I can select are a handful of kits. It also seems to change if i exit and repair and reload the game, giving me less this time than the time before. Would be nice to be able to access a grands worth of game. Especially with a new expansion pack and a new event both coming to the game soon.
