If you're still seeing this issue with your Mods folder removed AND with script mods disabled in the game options, please provide a save, as EA_Solaire has requested here:

It would also be helpful to know whether you've used the new pack selector function yet.
This worked an never used the pack selector, didn't know it was there.
Amazing that I had to do this much work to fix EA's problem.
