[PH] Newborn 'Help with Needs' Interaction Doesn't Improve Needs

I believe the 'Help with Needs' Interaction unlocked at parenting skill level 6. Sometimes this interaction will show up randomly and when it is used, it doesn't help the newborn with their needs at all. It's the same animation as the 'Super Efficient Newborn Care' that unlocks at level 10 and does work properly. I think the interaction might only show up at level 6 and/or if they were born at the active hospital.
