Placing lot over community lot doesn't change lot type properly

Hey! After preparing a save file where I downloaded many lots, online but also from the gallery, I run into a problem. Now whenever I place a lot from the gallery onto an existing different lot type, it reverts back to it once my sim lives there and I go to manage worlds. To visualise it better: I put a residential from the gallery over the Willow Creek Library. It looks normal and my sim can move into it. It does count as an residential. But once the sim lives in there and I click to manage worlds, the residential will get empty and is a library.
I made several new saves. Without mods. Tested it with many different residential lots. I did repair the game. I even deleted the game and just installed it again. I still have the problem. Letting the sim move out, change it back to a residential and move the sim back in fixes it but it is very annoying. Especially since it happens with every new save and every lot I tested it on so far.
