Placing lot over community lot doesn't change lot type properly

1. I had mods when I found the bug but took them out right after. Every save file after had none. Even the ones after installing the game again. Is the CC tag still needed then?
2. I'm pretty sure I deleted every Sims related folder after uninstalling the game
3. Just tested it. If I change, for example, the library to a residential before I put a gallery residential over it, it won't change again!
4. I tested it with park, museum, gym, nightclub and vacation rentals!
