Private Dwelling lot trait blocks maid (and Royal Envoy)

I've set Private Dwelling lot trait and now maid stand in front of my residence and doesn't enter to do cleaning. Also I was calling for Royal Envoy from Lost Legacy event and she didn't appear when this trait was active. I'd turned the trait off and Royal Envoy came after another call and maid started cleaning the house.

I think Private Dwellng should prevent unwanted NPCs like paparazzies (and mostly only them) from appearing (which is working fine). But maid is totally awaited because I order her service. Like are awaited firemen, policemen, pizza delivery.

And there is funny moment: if you travel at the middle of maids shift, somehow she enters the house and starts cleaning.
