My sim was promoted from "Rookie" to "Starter" in the athlete career branch, but the title of her current rank isn't showing up in her job panel or in the promotion notification. I can only see the proper job title in her relationship panel.

I can't duplicate this on the english version and the German strings for this do seem to be present so not sure if this is a language problem or something else going on in your game.
Could you try a game repair ?

I've repaired my game and also tested a brand new save file. Unfortunately the empty german text persists for Young Adult Sims.
Strangely enough, the glitch is different if the Sim is an Adult instead of a Young Adult. For the Adult Sim it does show a title, but the title itself is still wrong. It says something like "StarterStarter" if translated into english, because it's duplicating the title for both genders. "Anfänger" for the male gender and "Anfängerin" for the female gender. It should only say "Anfängerin" in german, because this particular Sim is a woman.
I asked someone else on the German game to test and for them it works normally.
Can you try the following:
I've followed the instruction and tested again with a fresh new save file, but there's still empty text.
Switched my own game to German to test again and yes, it's missing for me too.
Wonder why it worked for the other user I asked to test.
