Yeah, I have never had the specific bug described in that post, and mine has no way to go to Manage Worlds or interact in any capacity, but it has been a bug since I started playing about 5-6 years ago. I did want to note that this bug happens 100% of the time that I get pop-ups while moving an object (I know I said "several occasions", so I just wanted to clarify!).
The simplest way I would replicate this is by picking up an object after having a sim start writing a book, then just waiting for the book title pop-up. This happens for any type of pop-up, though, whether it's discovery traits, random job/business decisions, discovery trait decisions, etc.
