Employees are not showing up for work at restaurants or spas. I do not own these lots; I am just visiting them with my Sims. The venue still attracts visitors (NPCs), but there is no staff to attend to them.
I have tested this on my main save file and also started a brand new save (without mods), and the issue occurs in both.
