I mean, there is no clear principles of who can be added. I can freely add vampire offsprings of a spouse of my sim, as well as her real or fake children, but I cannot add her siblings or further.
I am quite tired of juggling with dynasty leader title back and forth just trying to add members to the dynasty. In the end, I'm still able to add everyone I want, including sims completely unrelated to the family (through faking genealogy). So there is no reason at all to make such restrictions. It makes creating dynasties difficult with no purpose. I believe this is a bug with the game being unable to correctly interpret family relations. Every sim either related by blood, marriage and fake connections should be able to be added.
Sounds the same as this: [RL] Dynasty - Can't add family members | EA Forums - 13182347
but checking with a CM before merging.

crinrict Not really. That person states "My king/queen needs to be friends with every single person in the family tree, even the infants and toddlers to add them". I don't think it's a problem and I've noticed this, too. In my case, I can be friends, good friends, BFF and even live together in one household - nothing will help to add a family member if a game don't see them as a relative by its own (bugged) principles.
EDIT: some people in that thread also describe the same bug I'm seeing rather than what OP means.

I forwarded it to a CM, they will make the decision.
