Scandals weren't an issue for me before that small update on Feb 19. Previously, I had a pair caught in a public woohoo scandal, and everything (timewise) went according to plan (no issue with the scandal cloud effect). After the update, a different pair caught in the same scandal, but the timer keeps resetting after saving and closing the game. Plus, if anyone from my household leaves, the scandal days remaining go up exponentially for the two sims caught in the scandal. I've gotten it down to 0, but it always resets back to 5 days minimum for one or more of the above reasons (still no issue with the scandal cloud effect).
