[RL] Scandal Icon not going away when cleared/Moodlet time getting longer

I have this purple exclamation point in a cloud that periodically flashes. Now, I thought it had something to do with a scandal that my Sim got involved in, since I think that's when it started...

The VFX cheat isn't going to be helpful when it comes to NPC characters like the burglar, Robin Banks. As a burglar, she's often the subject of a scandal, and using the cheat to fix her requires actually playing her. Problem is, her household is hidden, and even if it weren't, I assume playing her would remove her burglar role.
