[RL] Scandal Icon not going away when cleared/Moodlet time getting longer

I have this purple exclamation point in a cloud that periodically flashes. Now, I thought it had something to do with a scandal that my Sim got involved in, since I think that's when it started...

When I have a scandal active the timer resets or will increase randomly. I have tried using in game interactions to rid my sim of the scandal, which were successful and the timer was not effected at all and would reset. an unplayed house has an active scandal of over 9,000 days.
