Not sure if this belongs here since the moodlet time is included, but the main issue for the OP was the moodlet not going away. I have yet to get to a point where that may be an issue as my royal sim was caught in a scandal and the moodlet time resets every time I exit the game and then reenter. I have yet to play for 9 consecutive in game days without exiting the game. I definitely have played enough in game days for the moodlet to be cleared, but not all at once so every time I load into the game, his scandal moodlet has reset to 9 days.

Additional update:
Still resetting with every new session, but I also noticed that whenever my sim travels off lot the duration of the scandal moodlet increases. The first time I went off lot, it was with his wife not him and when she returned the length of time for the scandal was 25 days. Then when I sent the whole family to the flee market, his scandal moodlet increased to 45 days.
The timeframe did reset with a new game session.
