In my game, they randomly get this sentiment ALL the time, not just after woohoo. Mine is also married (my own made sim and Dina Caliente) and with two kids. It pop's up so often that I have resorted to UI cheats to keep my sims from being constantly tense, and it just keeps popping up all the time.
I have disabled all possible options in pack settings, my sims are living rags to riches and if not on the lot they are at work, and yet it keeps popping up.
Same! I don't think the sentiment is just tied to woohoo because my sims get it even after they just flirt with each other. And I swear I've seen a sim get it after a friendly interaction, too. But I know I definitely just had two sims get it after one complimented the appearance of the other, which is what made me search to see if anyone else was experiencing this.
