I had noticed that when my young adult sim had proposed to another sim (that I know is not in a dynasty either,) she had the option to ask her parents for permission to marry the other sim. When the action was complete, a pop-up that said "..this marriage will strengthen our Dynasty..." but as mentioned previously, neither of the sims families are in any dynasties, It is also worth noting that there are no dynasties in this save, as I had deleted them all.
