The Doctrine of Vitality Decree indicates the following:
- Sims in the Kingdom will gradually increase their Fitness skill.
- Career Performance increase for Athlete.
What it does not indicate however, is that in addition to gradually increasing the fitness skill of Sims living in that Kingdom, it will gradually increase their muscle mass as well.
I enacted this decree in Mt. Komorebi assuming that the Sims living there would gain fitness skill alone and that their figures wouldn't change, but I returned to Mt. Komorebi a few in-game days later to find that all of the women living there looked like Ronda Rousey.
If this is by design, then the decree description should indicate that all Sims will gradually gain muscle mass. If it's not by design, (and it really shouldn't be, as I doubt many players are truly interested in roleplaying "Kingdom of the Roided-Up Women") then it shouldn't happen.
