[RL] ymTop_EP21TailoredVest has mismatched top/bottom part

Up to EA to decide if this is a bug so I'm setting this to review but could you please add thread tags for your platform and mod usage for completion sake.

Hope I added the correct tags, I'm not using any CC, and the only mod I'm using is UI Cheat Extended.

if you have mods or CC you should remove them and test without any,

I changed to mods removed now for this particular issue but in the future, before reporting something, please make sure to test without any mods.

Upon testing, I can say that it works on female sims, whom I suspect this was made for. All the high-waisted female pants that work with it seem to turn into low-waisted pants when worn by male sims, so that's the problem. 
 :( Men look good in high-waisted slacks. Oh please tweak it so they don't all morph down into 2000's jeans height. 
(It looks especially weird on male sims who use the female frame. As if it's taking the pants from the female frame and trying to morph them down to fit the male frame, despite their already fitting)
