I personally don't have any issue with this so how long did you play in the neighborhoods ?
I play in the neighborhoods multiple days. The piles are not respawning even if I spend 24 sim hours in the parks. On home lots the dog piles never respawn either.

I posted about this exact thing months ago. With or without mods, new save or old, they just don't. respawn. Don't remember when it started, it's been that long. I know others have the same issue.
