In CAS, I selected spellcaster under the occult option, and while my sim is leveling up in magic, she is not earning talent points. The book icon pops up when she earns one, but they don't show up on the 'needs' window. After I tried a potion of perk purging and she still didn't have any, I had her ask a sage for the rite of dissolution, waited a couple days, and when she became a spellcaster again, she still can't earn talent points.
