Have been having this issue for about a month (I only picked up the game again like 2months ago). In my legacy playthrough at the moment I am currently following the life of the great-great-granddaughter of my original family. She has the Ancient Bloodline trait and had access to occult eyes and unique ears from childhood (I assume this has something to do with that trait), and she's now a teen. About 20mins ago I opened up the game to find she has standard blue eyes instead of her white occult eyes, and the bug is preventing any changes in CAS from sticking.
I do not use mods.
Looking forward to a bug fix for this one. Really taking the wind out of my sails.
