Only if you are willing to fix every single sim manually yourself. Then there are mods that just makes a copy of occult features as separate CC items. You can apply them to rebuild the looks.
Yes, there is. TwelfthDoctor's Occult Hybrid Unlocker and Stabilizer was recently updated. With this update it has a fix to this issue. Yes, you will still have to go in and reset the eyes, teeth, and everything else. But it stays on the sim. I hope this helps.
I know it won't help those on the console version of the Sims.
