Romance Interactions constantly rejected

LeyAsh91​ I'm moving you to Gameplay Issues, since this also happens without mods. To help solve this, does it happen in a premade household that has married Sims? 

Hello I need help. Every time my married sims use any interaction from the romance category they always reject and push the other sim away. I don't have the Lovestruck pack and I have moved all of my gameplay mods out to see if that will help and it does not. Is this a bug or have other simmers had this problem. I have checked and they are not siblings in the family tree, they have full relationship and romance bars, I make sure they are in a good mood. Every time I ask to discuss boundaries they always say they don't feel up to it. I just need advice because I can't do any romance interactions whether they are married or not. I have checked their sexual orientation. I don't know what this could be. I just got back into playing the sims and have updated all mods so I am stumped. Any advice welcomed thanks.

Having this issue too :( right after purchasing growing together pack and no mods. my sims were high romance and friendship and I quit my save, came back and they had 0 romance and refuse romance interactions. they still have all positive sentiments…

I've been playing in the Pleasant house house, so I know it's not traits causing this because the girls have OPPOSITE traits. Flirtation regularly fails and leads to negative social relationships. Even when I do a few friendlies firsts, it backfires and then even friendly interactions go south once the relationship is red. I've had every date end early because they're so miserable. Romance is absolutely unplayable unless you use Social Bunny to pump the relationship to max before you even interact much in person.

I've had all Mods off since the update, so it's not a mod. I own literally every pack.

which expansions/game packs do you own ? How high is your relationship (either romance or friendship) ? What mood was the other Sim in ?
