Yes!!! My sims had a great relationship, then they had a baby (which ended up being twins) and even with me trying to only have romantic interactions between then, keeping the babies alive mean they had no romantic bar by the time their kids were children age. Then I had to try it build up again and it would drop if I focused on the kids so I just figured they are what they are and kids killed the romance. I guess this can happen IRL too - but it shouldn't be so hard to have a couple in love stay in love once they have a family.
