So do we take it that this does not include a fix for how romantic satisfaction decays in unplayed households? Rotational play is impossible right now.

No, unfortunately it seems that they don't plan to fix this 😢
But yeah, romantic satisfaction decay as it is now (and has been since release) is completely incompatible with rotational gameplay. Ideally they'd give us a way to freeze it for certain sims/couples or disable the decay altogether. But I haven't heard any acknowledgement of this issue at all 😔
