On Xbox Series X with all packs I just took the Private Dwelling lot trait off my current lot and it was immediately full of gnomes with halos above their heads. I added the Private Dwelling lot trait again and it stopped.
So adding Private Dwelling may help anyone else with these unwanted guests.
