Several interactions don't count for compliment Birthday Sim

When running the Birthday Party as a Goaled Event for a child Sim, one of the goals is Compliment the Birthday Sim 4 times.

The Compliment options that do not work are Congratulate and Praise for Good Grades. Neither one will advance the count of the Compliment the Birthday Sim goal.

Some Sims can give a Heartfelt Compliment, which will advance the count of the goal, but this is not available for all Sims, only the ones with enough friendly relationship.

After the Birthday Sim ages up to teen, I can also advance the count of the goal by using Compliment Outfit from some Sims, but this is not related to the birthday party.

Expected behavior is that Congratulate will advance the count of the Birthday Party goal of Compliment the Birthday Sim, it would also be nice if all of the options under the Compliment menu would also advance the count.

Could you please provide the following information

Are you using mods/cc in your game ? Please remove them and test without them if you do.

You choose all the options which contraction each other.

Please only choose either

Never mods (you never used any mods/cc in this save)

Mods and/or CC (if you use mods and/or custom content

Mods/cc removed (if you normally use mods/cc but removed them to test)

I personally don't congratulate should count as that's not really a compliment in my eyes. Praise good grades probably should.

Please add to the first post if you find any others that didn't count.

Zifion Sorry this comes only now. as I raised up toddler to child - for the event yesterday.
picture 1 Heartfelt Compliment is the only 1 that give credit. I tried all available compliments. note that I have selected this as once I used a Happy potion and a Merry berry to get sim to be Happy and only then did this compliment show for that sim only!!! I hope this helps.
Picture 2 After getting everyone Happy - then we were able to fulfill the goal easily but only the Heartfelt Compliment awarded credit. I wasn't able to extend the part with the party extender either and time was running out really fast!!!
