I'm on PC and having a related but different experience with the short dirty nails. If they're applied to a sim, then they're unable to use the shiny skin detail. I can select it and apply to the outfit, but it doesn't do anything. The sim just looks normal. I did notice that they distorted to the weird glowing Sim briefly in live mode, but it was only a flash.
