Sim starts with zero or negative simoleons

Recently, I've been trying to start a new sim. However, every time I build my sim and get ready to move them into a house, I can't "afford" the plot because my sim has a negative amount of simoleons even though this sim is fresh out of CAS/Gallery. I've tried all cheats: "FreeRealEstate On", "motherlode", "money X", and "testingcheats on/off." None of those seems to work, and it will not allow me to move my sim into a current household with money and then move them out on their own.
