So I held off installing the new update until yesterday as I waiting to hear about any bugs it would bring. After not hearing of anything game breaking I installed the update and loaded up my legacy save. Now my sims are encountering various problems.
- Getting Stuck standing in one spot (resetting them does not help)
- Not being able to interact with other sims (if I can get them to move then it only works to have them walk somewhere)
- Doing the interactions with the objects without going to them (e.g. destroying a snowpal without moving, snowpal is still destroyed but the sim does the animation where they were standing already)
I have tried the following:
- Removing Mods and deleting Cache
- Repairing the Game
- Re-Enabling Packs I had disabled (was doing a limited pack legacy)
- Refreshing the [Documents-Electronic Arts-The Sims 4] folder
- Disabling Dx11
I've basically tried everything except reinstalling the game completely.

Okay I tried it in a brand new save that's never had mods installed and its also happening in that one.

DominoBean21 When you say you refreshed the Sims 4 user folder, did you test with nothing added to the new folder? That includes your saves and other files but also downloads from the Gallery. If not, please generate another new folder and test a new save there, with fresh sims on a default EA lot.
If that doesn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
Please also let me know what kind of install this is: EA App, Steam, Epic, mixed, or something else.
Separately, are you getting any lastexceptions when this happens? They'd be in the user folder as well. Please delete any you already have and let the game generate a new one. Open it, delete its first line of text, and attach it to a reply as with a dxdiag. Or you can copy the text and paste it into your reply.

Okay I tried refreshing without moving anything back in and I'm still encountering the issue. I've attached what you requested below.

There are a couple other new-ish LEs in the thread with the same error as yours has.
However, before I merge your posts into that thread, I wanted to point out a couple of issues I see in your dxdiag. The first is that your C drive is very low on space. It's not necessarily critical yet but could be just low enough to cause problems in Sims 4 or other intensive apps. So please move whatever you can to the external drive.
The other issue is that your graphics driver is crashing frequently. While there's a slightly newer driver available, I would suggest doing a clean uninstall and reinstall just to be thorough. Here's how:

For the C drive it tends to fill up pretty quickly due to it only being 118GB in total!! I can't afford to upgrade to a laptop with a bigger hard drive sadly.
I'll do the graphics driver thing and report back.
Edit: So I tried that and removing some packs suggested in the bug thread and neither worked. I'm still encountering the issue. I'm also pretty sure its the same issue as the thread you posted after reading through it a bit.
