Sims are not moving/Freezing/Animation problems (after Patch 1.112)

My sims either won't follow a command (just stand there) or they "do" it without actually moving. For example, they will go to sleep without getting into bed. I've linked to a video to better explain...

At camp gibi gibi time moves forward while sims are motionless. When sims start moving the next activity is ready to begin. I've noticed this on two different computers and different saves without mods and with mods.

I've noticed this on my home lot with one of my two Sims who live there. All other Sims on lot were unaffected.
