This is happening to me as well. For Formative Moments as well as Getaways. I'm always getting calls from sims on the same lot (including when my sim is actively talking to them) for Love Highland (including sims my sim is actively romancing). Most recently my sim was on a date with another sim when that sim called her to tell her about Love Highland.
