[S] Sims Give a Scared Moodlet Even with the Brave Trait During a Thunderstorm

not sure I understand your report.

Is this about the thunderstorm giving moodlets for Sims with the brave trait (if so, please make sure to add a [S] tag to your title) or other Sims giving brave trait Sims the moodlet by interacting cause they are scared about anything and the thunderstorm is just an example ?

I think they are referring to Sims constantly screaming incoherently during thunderstorms. Not only does it scare other Sims but it also causes relationships to decay faster with every scream. It's highly irritating. Especially if you are trying to build positive relationships with your house guest. And brave Sims are not immune to becoming scared by the screaming house guest either.

Sorry, let me try to be a bit clearer. Yes, this is a Seasons thunderstorm problem specifically as my sims rarely get scared moodlets from anywhere else, but it happens constantly while a thunderstorm is happening because of the infinite scared moodlet during the storm. While I am aware the storm chaser reward trait can fix this, anyone that doesn't have it is susceptible to this scenario, especially guest sims. I have noticed that while the brave trait does work blocking other types of scared moodlets, the one you get specifically from sims autonomously freaking out at a sim with the brave trait that fails to do the calm down animation will still get the +2 scared moodlet called  irrational danger from that interaction even when they have the brave trait.
