There are so many sims now that behave mischievously even though they don't have a single negative trait!!! I hate this so much because I know every interaction can't be perfect but it's so annoying ...
Ideas
This issue for me had went away for awhile but recently came back with a vengeance. It is far worse than it was before. The excessive use of the air horn is even more annoying.
