This has been happening to me for awhile, it's almost always this particular outfit in this yellow swatch (attached) too, I'll see townies as well as some of my owns sims in my favorited but non active household walking around in it when I know it is not one of their outfits
Not sure if related or if it needs its own thread but my sims also have not been changing out of their work outfits when coming home, they just wear it all day and then they will change to go to bed and upon waking change back into their work outfit
