Sims keep stopping/cancelling out their actions to do other things

This is happening in my game as well and it does not seem to matter if autonomy is off or on.

For example, I will send my sim to cook and she will keep stopping to do other things such going to talk to someone, start knitting, etc. It takes forever to just cook one meal or complete one task. 

If there are infants/toddlers/children on my lot it is infinitely worse as everyone in the family stops what they are doing to check them, so they all fight to queue for this, causing nothing to get done and everyone to stand around waiting for their turns to check or pickup the little ones.
