I have experienced it happening now a couple of times with different sims and different activities. It differs a bit wheter they do it immediately or a short while after they have begun their task.
When they stop their task the thought bubble on the picture appears and they stom their foot and stop the activity. I have experienced it with flower arranging, chess and I believe also with some type of cooking, baking or canning (something on the stove at least).
I am pretty sure this is a bug and not some kind of feature I don't know about, since this started happening after an update earlier this summer.
It really irritates me because it makes it almost impossible to make my sims' earn skill. It also only happens to some sims, while others do just fine, and it also doesn't happen with every single activity/task.
I play on a laptop and while I have used CC in the past, I have never used it on this laptop and it has been 2+ years since I stopped using CC. I play via the EA app. Regarding the savefiles where this has happened in, those were created long since I stopped using CC.
Spacecase_Apollo in my game this specific issue is caused by fear of unfullfilled dreams. you should check if your Sims also have this fear.
