Sims repeatedly cleaning objects

It looks like our old bug from the console versions is back. The option to clean everything even when it's not dirty. I thought I was clearly losing it when I sent my Sim out to clean something, and then they didn't finish cleaning it, and it still looked all grody and tarnished.  And here's the thing:  not every Sim in my save has the Neat trait enabled.

Has all EPs, Game Packs and Stuff Packs except for RL
Has all but 4 kits (most of them were purchased prior to the Marketplace rollout).

Other interactions I've seen where Sims don't have X-trait are Sabotage or Destroy, but so far cleaning everyday-use objects when Sims don't have the Neat trait, or have an exact opposite trait altogether is the earliest one I spotted while looking up for research on this topic.

This may break the cleaning services if the game treats the object as still clean-able.
