I ran into this issue for the first time today on PC, but saving and restarting the game resolved it for me. My sim declared enemy with another sim but they stayed marked as an acquaintance and didn't count toward her aspiration. After restarting the game, their relationship had been corrected to Despised and Enemies and the aspiration ticked up its counter after a few seconds.
