Since the June update, I tried to dive for treasure at Sulani or survey ocean floor as a part of the Conservationist career and it is not working. In an attempt to click on the red buoy, sim gets stuck as if the whole area is not accessible.
No mods or CC ever used.

Unable to swim out to the Mua Pel'am dive buoy in Sulani. Not able to free dive on a sim or merfolk. Not able to sail or aqua zip into the deep water near the buoy. It is like the whole deep water zone is "off limits" and my sim cannot route to it. Have tried to access the dive buoy from all three lots in the neighborhood without success. Removed all mods, playing on a new clean save after uninstalling and reinstalling the game. Have also tried resetting the buoy and the sim. No success. I can access the dive buoy in Lani St. Taz without a problem. Please help the broken Mua Pel'am buoy kind of puts the kibosh on the conservationist Island Living playthrough I have been wanting to do.

Yes, I cannot swim into the deep (dark blue) water near the buoy. Yes, I have been buying the free maker drops through the marketplace.
I am having the same exact issue. If I select a buoy in the deeper ocean to scuba, my sim isn't able to get to it, and shows the blocked path speech bubble. I can't ride there either on the jetski or any boat. Its acting like there is an invisible wall blocking the path to it.
I have exactly same problem and it does not matter if the sim is just sim or mermaid, both does the same thing. They can't swim at deep (dark blue) water near buoy. And I tested this with and without downloads. So I think that when EA fixed bugs they did bring few new ones, again. And I'm a pc player and I do not have many downloaded cc's this time and I did update all of them and mods after I did updated the game it self. And also I have those free market place cc, but I think they should not make bugs like this. Although it might be possible that there may be some bugs in them. Maybe you should check them before you let people share them.

Apologies, I couldn't find the thread hence why I posted. My sim is able to swim, it's just the red buoy interactions specifically that don't work and I found I could not swim in the very near area, all else works fine.
As for marketplace, I did get a few kits recently
Could you try if disabling the kits solves the issue. You can do so in the marketplace under My Collection > Package selection. Make sure to test a backup.
I do think the diving one is also related to those but usually swimming doesn't work either so making sure it's the same.
I tried disabling the kits and I could no longer swim at all, after I activated them again it did allow me to swim, but did not solve the original issue
Hm, strange. I can't duplicate the issue as with all these marketplace bought kits issues
There's mentions of diving in this thread no 'swim in ocean' option | EA Forums - 13275164 as well.
I'll check with a Community manager if they want this merged or not.
Apologies for hopping on in here - I'm having the same issue as the OP empuggy. I did look at the thread you linked to Crinrict, but that is talking about Mermaids and no sims being able to swim, which isn't my issue at all. (There is an old thread from a year ago or so about diving, is that the duplicate?)
My sim isn't a mermaid or in the Conservation career but he cannot dive at all. He can swim though, as can all the NPCs.
He owns all the diving equipment, but when I click on the buoy to dive he gets the 'can't route there' icon and the action disappears from the queue. He can't even swim close to the buoy. All other water activities work perfectly for me, including the snorkeling only buoy, it just seems to be the diving buoy that is busted.
My game is mod and CC free, but I did buy some kits from the Marketplace, including the free ones. I haven't tested with those disabled.
