This is an ongoing issue with many of the railings. I don't think that EA/Maxis even considers it a glitch. They sort of fixed it at one point by programming the railings to not show up if the stairs were up against a wall. Unfortunately that caused no railing on sides that had partial walls at the side of the stairs. Their fix for that was to just add the railings back to both sides again leaving us where we started - railings that stick out of walls and cover windows. Not really a solution at all imho.
It could be nice, to just allow railings on one side of the stairs.
