After today's update this pops up every single time I try to place a household I made into a save and I have every pack, minus three CAS kits+1 build kit.
Playing without mods and cc for the time being, so it's not mod-related.
It's also showing furnished homes as this, at least in apartments
What are you referring to ? The furniture being 0 or do you get a pop-up in live mode ?

I don't know. It's never happened before yesterday.
