Time/Sim freezes while environment still moves

This is happening with me as well and I can't figure it out, removed all mods and it still happens. I've had to reinstall the game about 3 times and it's still happening.

I can play the game for an hour, and it eventually happens. Then I reload and the game gets completely stuck. I can access the notifications bar but can't click on anything (eg. better exceptions), can't click on any sims or objects, can't change the time speed. I have also got a new PC and updated my drivers.
