There is currently an issue in MCCC that is causing a freezing like this if you have auto-marriages turned on.
If you encounter this is with ANY mods in your game, then this is not your thread. ...

This only occurs for me occasionally on Restaurant lot types. The music keeps playing and the sims twitch, but everyone is basically frozen and not moving. the time stayed at 5:44pm, I could switch between pause and regular speed, but not double/triple speed, time did not change, but the sun went down and it became night time in the environment.
I had to force quit my game because it wouldn't let me save during this. it tried saving for 10 minutes before I gave up. task manager showed that the game was using a lot of computer power.
