There is currently an issue in MCCC that is causing a freezing like this if you have auto-marriages turned on.
If you encounter this is with ANY mods in your game, then this is not your thread. ...

This happens to me as well! It started as only happening with marriage then it happened with feeding an infant and currently it's happened when trying to write a song on the piano.
It can basically happen at any point. I've tested it with mods removed. Didn't help.
I'll also add that it's the clock and actions that freeze as well as other sims in the household. The sims do move in place like looking around or talking to themselves. Some background animation is still active as well like the water surface in the pool.
While the actual clock doesn't move forward, time seems to move as night turns into day but no one can move out of whatever action they attempted to do before they froze
