The same thing has been happening in my game. I would say it takes about 1 in-game day for the tooltip to disappear. Mine has nothing to do with a crow or Ravenwood. My sim is in Henford on Bagley. Very annoying as I am trying to have a sim do flower arranging and gardening.
Update: I found something that temporarily works for me. Go into build mode and pick up one of the plants, then place it back down in the same spot. Exit build mode/enter live mode again and the info panel should pop up again for some time.
