If you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.

It’s not because of mods. I don’t use any mods and still get this error for a few weeks now
Exactly. I reinstalled my mods but in a new game and didn't do anything with scenarios and it's been fine since. Maybe it's just scenarios. But the game also updated around the same time. So maybe they also fixed something.
