[W] 'Transformation Mastery' Ability Not Unlocking

Could you please provide the following information

• Are you using mods/cc in your game ? Please remove them and test without them if you do.
• What platform are you playing ?
• Could you explain what you mean by stuck in human form after rampage ? Did they switch back and now you can't change them back to werewolf ?
• Was this always the case for this werewolf ?
• How did you turn him ? Was he ever another occult ?

I made a werewolf and I turn off my mods/cc. What I mean is my  sims won't go into her werewolf form. pc and it happening to all of the werewolfs I make

This issue has been ongoing for a while. Began roughly when the Adventure Awaits pre-release patch came out. 
Werewolf Sims are unable to unlock transformation mastery, even when confined to a single room within the home lot. I play PC with no Mods or CC. I have tried solo households, Locking the sin Underground, Changing to lots outside of Moonwood Mill, on preexisting and new saves, with gallery and Tester sims. 

I can include Additional information if needed.

I've been trying to unlock the transformation mastery on my werewolf sim but it's not working. Everything else with the werewolves pack is working except for this and I don't know if it's a bug or if I'm doing something wrong. 

I'm playing on a PC with no mods and I've restarted the game a few times so my pc doesn't seem to be the issue. 

I've locked my sim away when they are rampaging and I still can't unlock the ability. My sim is isolated and there are no pets around so I don't know who is catching me.
