For some reason I didn't get any "Welcome Wagon" anymore even with a new save file created (I try to see if it was just one save, but not). I don't have all the packs of The Sims 4 and yes, I do use some mods but I didn't think that it has something to do it because even when I play on Playstation, I didn't have "Welcome Wagon" either.

Do you have the allow romantic/friendly invites ticked ? Wonder if that affects things (there is a bug with Prom and the options so maybe this too ?)
does it matter which world you play in ?
I've tried with three families now and the welcome wagon event where someone puts a fruit inside your fridge and then "feds" take the fridge has stopped happening in strangerville even though the world is still in the first stage of the investigation.
